The Method :  
             This Method Is Quite Lengthy So I'll Be Quick And Will Explain In Brief Form. Following Are Some Of The Thing You Should Do Before Changing Utorrent Settings.

•  Copy The Default Settings On A Notepad Not The One In Advanced Tab So You Can Reset If It Didn't Work
• Try The Method With At least 5 Torrents Or A Good Torrent Having Peers And Seeds
• Try The Method On Two Versions At least  

Things That Will Boost Your Internet :

1.  Download TcpOptimizer And Then Run It .Then Go To www.speedtest.net And Check Your Internet Speed Then In Tcp Optimizer Choose The Value Near To It For E.g 0.89 Is Your Speed So You Will Choose 1Mb. Settings Should Be Optimal
2.  Use OpenDns To Make Your Connection Faster  In Windows 7 :  Go To Control Panel Then Network And Sharing Center Then Change Adapter Settings Then Right Click Adapter And Choose Properties Than Double Click Internet Protocol Version 4 And Then Select Use The Following Dns Server Address Than Type There These Codes : In First One : 208.67.222.222  In Second One: 208.67.220.220 Or If You Have Xp Click Here
3. Open Half Tcp Limit By Download This Program
4. Click Start Go To Run And Type Gpedit.msc Then A New Windows Appears Then Navigate To The Following Computer Configuration --> Administrative Template ---> Network ---> Qos Packet Scheduler Then Double Click Limit Reservable Bandwidth And Enable It And Then In % Type 0
5. Now Your Internet Speed Is Maximum Time To Tweak Utorrent :D

Settings To Maximize Utorrent Speed :

1) Open Utorrent And Click Options And Then Click Preferences.

2) Click Connection And In The Port Type 45682

3) Click Bandwidth Then Change :

• Maximum Upload Rate To *10
• Global Maximum Number Of Collections To *2329
• Maximum Number Of Connected Peers Per Torrent To *1890
• Number Of Upload Slots Per Torrent To *14

4) Click BitTorrent And Uncheck Enable UDP tracker support And Check All Others. Then Make Out Going From Disabled To Enable And Check Allow Incoming Leagcy Connections

5)Then Go To Queueing And Change :

• Maximum Number Of Active Torrents (Upload Or Download ) To *60
• Maximum Number Of Active Downloads To *63
• Minimum Ration (%) To *150

6)Then Go To Advanced And Change The Following :

• bt.allow_same_ip To *True
• bt.connect.speed To *128
• dht.rate To *2
• rss.update_interval To *20
